Adds an in-app viewer for the diagnostic report in Report a Problem.

  • Share a Diagnostic Report now opens a Diagnostic Report screen that shows the full report as scrollable, selectable text. A Share button in the toolbar saves or sends it as a .md file, as before.
  • On the Send to Developers form, a View Diagnostic Report row appears under the Include Diagnostic Report toggle while it is on, so the attachment can be checked before submitting.

Testing: built with the LoopWorkspace scheme. The UI code is the same as the dev PR, which was exercised in the simulator. The next-dev string catalog has none of the Report a Problem strings yet, so it is unchanged here.

Share a Diagnostic Report now opens a viewer showing the report, with a
Share button for saving or sending it as a file. The developer report
form gains View Diagnostic Report under Include Diagnostic Report, so the
attachment can be checked before submitting.
