Add a Rust tab after Ruby listing xdk-rs, xurl-rs, and twitter-v2, and remove the Rust row from the Other tab, whose one link moves into the new tab.

The Tools and Libraries listing is open as xdevplatform/docs#447 from the community-libraries-rust branch of the fork, with the CLA check pending. The twitter-v2 evidence carries the figures re-read on the day it opened: seven open issues and about 2,200 downloads in 90 days.

The CLA is signed and the license/cla check on xdevplatform/docs#447 is green, so the PR now waits only on X's review.

… open listing PR U14 landed as #210, which deleted the waiver block whole with the semver check green. U13's submission is open as xdevplatform/docs#447, so what remains is its post-submission checkpoint. T30 moves to partial: the verb list is current after 50a5f13, but the file still has no effect on an audit. The reconciliation is re-anchored at d7a4496.

Rust is currently a single link in the
Othertab, which has no description column. With three crates to list, a description per row tells a reader which one fits their use, the same way every other language is presented.What moved
twitter-v2is relocated, not removed. It keeps its link and gets the "Async client library" description the JavaScripttwitter-v2row already uses. Every link that was on the page before this change is still on it.Affiliation

xdk-rsandxurl-rs. Both are community projects, not affiliated with or endorsed by X, and each README says so in its introduction, consistent with the page's note that community libraries are not maintained by X.If you'd rather leave the
Othertab's Rust row as it is and list only the two new crates in the tab, I can change it to that.
