Validate that the news entry should be more than 30 characters #22
Description
bedevere expects the news entry to be more than 30 characters (see python/bedevere#128 and python/bedevere#127)
It would be great if blurb-it checks that the news entry is more than than 30 characters.

In python/cpython#11779 (comment) it's been decided that the status check should pass as long as the file is not empty. blurb-it already have this check in place (will not submit the form if it is empty), so we're good here.
