Note 1: this is usefull for smaller installations and/or installations that have a small number of clusters in comparison to the number of hosts.
Note 2: this does not affect or enable realtime rebalancing of direct agents, only attached agents are impacted.

does the cluster sort here actually reorder anything? its compare never says one cluster comes first, so the order looks random and which cluster gets split depends on that
