Hello,
I cannot enable GitHub Actions on my personal private repository.
Repository:
https://github.com/seunghyeon20000713/kstock-quant
My primary email is verified, and the repository Actions settings already allow all actions and reusable workflows.
However, clicking “Enable Actions on this repository” always shows:
“Unable to enable Actions for this repository.”
I reproduced the issue in an incognito browser window.
Could someone advise whether this indicates an account-level Actions restriction and how I can request a review?
